Below are the items under consideration by the owners at their 2019 Spring Meeting in Key Biscayne, Fla.

Playing rules

  1. Modify overtime to use the opening coin toss to determine overtime options, ensure possession by both teams, and eliminate in preseason — TABLED to next year, after being tabled from March
  2. Via Resolution G-4: allow Competition Committee to revise the pass-interference reviewable rules under certain stipulations — APPROVED

Policy items

  1. Ban the use during training camp of the Oklahoma drill, The Bull in the Ring/King of the Circle drill, and Half Line/3 Spot/Pods drill — APPROVED

Event host city awards

The NFL Draft host is determined by bids. In 2018 the cities that bid were Denver, Kansas City, Las Vegas, Nashville, and Cleveland/Canton. From those bids, Nashville was awarded the 2019 Draft, and Las Vegas has the 2020 Draft. Indianapolis is in the middle of a 5-year deal for the Scouting Combine through 2020.

  1. Award the 2021 NFL Draft — AWARDED TO CLEVELAND
  2. Award the 2022 NFL Draft — NO VOTE
  3. Award the 2023 NFL Draft — AWARDED TO KANSAS CITY
  4. Award the 2021 Scouting Combine — AWARDED TO INDIANAPOLIS
    1. Subject to series of annual options in the future
    2. Move some morning and afternoon drills to air live in primetime for 3 nights starting in 2020.

Miscellaneous

  1. Lift the rule that requires singleheader Sundays for Fox and CBS when a team plays at home (3 games for all markets on all Sundays) — APPROVED for one year only
  2. Move the Sunday Divisional Playoff games to 3 p.m. and 6:30 p.m. Eastern — APPROVED
  3. Reduce the number of commercial breaks in the Super Bowl from 5 per quarter to 4 — APPROVED
