The rule for defenseless I’m familiar with also requires that progress be stopped…
“A runner already in the grasp of a tackler and whose forward progress has been stopped.”
Allen’s progress was no where near stopped…His forward momentum is the main reason the hit was so bad. Am I just not seeing the rule provision in the rule book that says you are defenseless merely by being in the arms of a tackler?
