  1. Late week 1 question… :49 left 2Q of CIN @ CHI, Bengals punt goes out of bounds at the 50. personal foul after the play on CIN – foul occurs at CHI 41. It’s enforced at CHI 41 even though the punt went out of bounds at the 50. Next play starts at CIN 44. Seems like it should have been more like CIN 35. Is there a reason the dead ball personal foul was enforced from the spot of the foul rather than from the end of the play?
